<p>In March, we launched a<a href="https://forms.gle/8qSE9dbFo29VNSTb7"> </a><a href="https://archive.nighttime.org/a-quick-survey-about-nightlife-recovery-in-your-city/" class="ek-link">short questionnaire</a> on how the pandemic has affected different cities and some of the latest work agendas where our support could be most helpful. We may now share the results based on more than <strong>50 replies that we received from over 40 cities**</strong>.</p>



<h2 class="wp-block-heading"><strong>Global Nighttime Recovery Plan</strong></h2>



<p>During the initial stages of the pandemic, Chapter 5 &#8211; <em>Nighttime Governance in Times of Covid-19 </em>and its respective conference call were the most attractive of the series, slightly surpassing Chapter 1 &#8211;<em> Managing Open Air Nightlife </em>and Chapter 2 &#8211; <em>The Future of Dancefloors</em>.</p>



<p>These three chapters attracted the biggest share of respondents to the related online events&nbsp; (around 80% each).</p>



<p>More than two-thirds affirmed to have been inspired by the compiled ideas or examples for their own work, which the majority used as references (written or oral) in city administration or academia.</p>



<p>Since <em>time</em> was often mentioned as the major obstacle to participation:</p>

<h2 class="wp-block-heading"><strong>Recovery of nightlife activity in cities</strong></h2>



<p>Overall, the majority of respondents felt optimistic: about two-thirds replied that the level of nightlife activity in their city is back at 70% or more compared to pre-Covid (2019 = 100%). However, the remaining one-third felt less positive, with those thinking “it’s really bad” surpassing the ones that think it’s “better than ever” (see graph below).</p>

<p>Considering work agenda priorities, most respondents were setting up “grants and funding programs” as well as “nighttime safety”, followed by “awareness” (such as diversity and inclusion) and “changing laws and regulations”. Almost one-third of respondents were setting up a nighttime office or night mayor position. Despite the general increasing interest in wellbeing and mental health since Covid-19, “health and prevention” was surprisingly among the least voted priorities.</p>



<h2 class="wp-block-heading"><strong>Helpful tools and upcoming priorities</strong></h2>



<p>To conclude, three instruments were identified as being the most helpful in nighttime recovery among roughly 60% of respondents:</p>



<ul class="wp-block-list"><li>Collecting best practices from around the world;&nbsp;</li><li>Providing data on the economy, venues, and events;</li><li>Leading awareness campaigns about night-time economy needs and challenges.</li></ul>



<p>Moreover, the last open question identified the following emerging priorities in nighttime recovery efforts:</p>



<ul class="wp-block-list"><li>Changes in demand due to long-term effects of Work From Home (physical/digital space, mobility, work-leisure hours)</li><li>Global obstacles to recovery (scarce labor and supplies as a consequence of pandemic, inflation cannibalizing available budgets)</li><li>International cooperation as a key solution</li><li>Continuous support for advocacy work</li></ul>

<h2 class="wp-block-heading"><strong>**Demographic</strong></h2>



<p>While more than half of the respondents were from Europe (with the UK, and London particularly, in the lead), about a quarter were from the US. Therefore, the majority of the respondents were from English-speaking countries.</p>



<p>In terms of professional occupation, more than half identified as <em>Advocates</em> (which included night mayors, club commissions, and activists), followed by <em>Community</em> (including artists and promoters). Both <em>City </em>(such as government) and <em>Science</em> (academia, scholars) appeared next, sharing the third place.</p>

<p>For many in Berlin, it is the summer of delicate hygiene concepts, sold-out open-airs and free, 20-minute rapid antigen tests that one can easily get on the way to an event. While the situation is not back to normal, Berlin’s nightlife sector has taken many strides since last year to get to this point. Last week, the city’s Clubcommission introduced two more large-scale efforts to enable a safe and responsible reopening of nightlife, further showing how the nightlife sector can be part of the solution — and not just problem — for managing the pandemic.&nbsp;</p>



<p></p>



<p>On 6-8th August, around 2,000 clubgoers participated in a <a href="https://archive.nighttime.org/pioneering-ideas-across-berlin-nightlife-this-weekend/" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">pilot-test study</a>, whereby six clubs opened their indoor dancefloors for maskless, non-socially distanced clubbing. Participants, regardless of their vaccination status, were allowed into all six clubs if they passed a PCR-test administered on the Friday of that weekend. As part of the study, they were also required to take a second PCR-test the following Friday and asked to fill out two anonymous questionnaires that will be rolled out later in the month. </p>



<p>The <a href="https://www.clubcommission.de/sichere-clubnaechte-durch-pcr-tests/?fbclid=IwAR3WNtD-vVov97x6nI0lJ06wPs-MPuo9g4BNpI9prT2Dbf4B0aWDDRyQxIQ" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">interim results</a> for the “Clubculture Reboot” study are promising. During the first PCR-test, seven participants were caught with an infection and sent home. Almost 70% of participants got re-tested the following week, and all follow-up tests were negative. While we await for the final findings, this initiative is a good example of how nightclubs can and should be active stakeholders when working with other advocacy, government or research bodies to come up with solutions that are in the interests of their communities.</p>



<p>The Clubcommission also helped organise three <a href="https://www.rollingstone.com/pro/features/berlin-raves-clubs-covid-vaccine-1211850/" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">“Vaccination Nights”</a> during the same week, where guests could receive a free vaccine shot and stay to dance and rave. Hosted at the venue-turned-vaccination-center Arena Berlin, this event was meant to encourage more young people to get vaccinated. </p>



<p>The Vaccination Nights were also meant to give back to the artists who have been working at the vaccination center. All of the DJs at the event were among the many creatives who had been employed at Arena sometime during the last six months. Due thanks to German Red Cross’ Müggelspree branch president Jens Quade, an estimated <a href="https://www.exberliner.com/features/zeitgeist/corona-tests-vaccines-djs/" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">800 of Arena’s 1000 employees</a> come from Berlin’s arts, culture and club scenes. When looking to quickly hire a large number of people to fill up vaccination centers across the city in December 2020, he consciously turned to the creative and cultural industries to support those facing the fallouts of the pandemic.</p>

<p>But Berlin is not the only city to see its clubs turn into vaccination or <a href="https://www.theguardian.com/world/2020/dec/04/fetish-gear-out-ppe-in-berlins-kitkatclub-offers-covid-tests">testing centers</a>, or its nightlife workers join the pandemic gig economy. As part of a larger national effort to increase the vaccination rates among young people in the UK, <a href="https://djmag.com/news/london-club-heaven-gives-out-1000-covid-jabs-vaccination-day" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">LGBTQ+ club Heaven in London </a>administered 1,000 Covid-19 jabs over one day, followed by plans from the Ministry of Sound to do the same. That same weekend, <a href="https://apnews.com/article/lifestyle-entertainment-music-health-coronavirus-pandemic-1c928c2a8f6f5ebed6aa5e7fcda2e5de" class="ek-link">LIV in South Beach Miami, Florida</a> opened its doors and offered free vaccinations to a city where many unvaccinated young and middle-aged people are quickly filling up hospital beds as the delta variant spreads across the state. And in preparation for what became a <a href="https://eu.pjstar.com/story/entertainment/2021/08/13/lollapaooza-covid-outbreak-only-200-cases-linked-chicago-festival/8121052002/">385,000-attendee festival</a>, <a href="https://pcmslolla.juvare.com/" target="_blank" aria-label=" (opens in a new tab)" rel="noreferrer noopener" class="ek-link">Lollapalooza in Chicago</a> hosted an event in June where they offered single-day tickets to those who received a vaccine at one of four vaccination sites, which also featured DJs spinning music from Lollapalooza artists. The city of Antwerp, Belgium, too, <a href="https://m.gva.be/cnt/dmf20210815_96103875?utm_campaign=seeding&amp;utm_content=article&amp;utm_medium=social&amp;utm_source=facebook&amp;utm_term=gva" class="ek-link">announced</a> this week that they plan to do the same to ensure that more young people can get vaccinated in time for the Fire Is Gold and Ampere Open Air festivals in September. </p>



<p>What all of these different examples demonstrate is how nightlife venues and workers can be a part of the solution — and not just part of the problem —&nbsp; for curbing the spread of the pandemic. For one, nightlife workers have unique skills to deal with people in potentially difficult and stressful situations, which can be useful in vaccination and testing sites. Venue and events operators are also practiced in the logistics of managing and moving large crowds safely. Not only do some nightclubs have the physical infrastructure to support mass-vaccination or testing efforts, but many of them, regardless of size, already have a community that trusts and respects them. By engaging nightlife venues in similar kinds of efforts as seen in the examples above, cities can creatively reach more people to get tested, vaccinated and informed about the pandemic.&nbsp;</p>



<p>But city-wide engagement with nightlife venues and workers needs to be equitable and collaborative. They should have an active voice in shaping the projects and policies that, at the end of the day, will affect them and their communities. With the proper financial support and training, nightclubs are in a strong position to come up with creative solutions for safe, large-scale gatherings that other communities in the city can learn from as well.&nbsp;</p>

<p>The interiors of Berlin&#8217;s clubs have been closed to the public for over a year. When the pandemic hit Berlin in March 2020, it forced the industry to shutter completely. As of the last few weeks, open air events have been operating as part of the “Draussenstadt project”, with noise limitations from 10pm, and masks on the dancefloor, but admittedly this watered down approach to clubbing has been the only safe and attainable option for Europe&#8217;s club capital.&nbsp;</p>



<p>To encourage responsible and safe return to the indoor dance floors <a href="https://www.clubcommission.de/clubculture-reboot-pilotveranstaltung-faqs-und-agbs/" class="ek-link">Berlin’s Club Commission</a> have developed a six point plan in cooperation with the senate Department for Culture and Europe, the Senate Department for Health, Care and Equality, as well as scientists from the <a href="https://www.charite.de/en/">Charité,</a> one of the largest university hospitals in Berlin.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Club Culture Reboot:&nbsp;</strong></h3>



<p>Over this weeked 2000, lucky guests can attend a pilot project that is spread out over six clubs, indoors without masks or distancing. Participants must attend a PCR test at designated tests centres prior and after the event.&nbsp; With the personalized ticket and negative result, guests are able to hop from club to club, like the good old days, as long as there&#8217;s space.&nbsp;</p>



<h3 class="wp-block-heading"><strong>Where and when can visitors do the PCR tests?</strong></h3>



<p>For the PCR test, a regular nasal / throat swab for Sars-CoV-2 testing is carried out today Friday August 6th between 14:00 &#8211; 20:00 at Kitkat, Festsaal Kreuzberg, SO36.</p>



<p>This will be held at three locations (Kitkat, Festsaal Kreuzberg, SO36) on Friday, August 6th. offered between 2 p.m. and 8 p.m. The time and place will be determined when the ticket is purchased.</p>



<p>The results of the tests are digitally communicated to the advance booking office and the admission ticket is activated. The results will be available on Friday evening (between 5 and 11.30 p.m. &#8211; depending on the time of the smear test).&nbsp;</p>



<p>The follow-up tests will take place one week later, on August 13th, for the participants at the same test station (same time slot as for the first swab).</p>

<p>The chairman of the Berlin Club Commission, Pamela Schobeß, said on <a href="https://www.inforadio.de/">rbb&#8217;s Inforadio </a>that the rush for the few tickets showed how great the need in the club metropolis was after 18 months of pandemic. A successful pilot project could now possibly convince politicians to reopen all clubs.&nbsp;</p>



<p>Twenty different&nbsp; clubs applied for the project and six were selected. &#8220;We made sure that the clubs had a good ventilation system,&#8221; said Schobeß. In addition, the heterogeneous club landscape should be mapped, which offers safe locations for different scenes. &#8220;That&#8217;s how we address 2,000 people from different communities.&#8221;</p>



<p>The pilot project does not differentiate between vaccinated and unvaccinated or recovered participants &#8211; all of them have to go through the uniform PCR test strategy.</p>

<p>As it turns out a lot of people working in the vaccination and test centres during the pandemic, are from the music, clubbing and nightlife industries. During the vaccination nights, the employees of the Tegel and Arena vaccination centres are on the line up, so you have a clubbing soundtrack with your vaccine. You can register in advance, but you can also come without identification documents.</p>



<p>Arena started its life as a spacious bus depot on the Spree but was reborn after reunification as a concert and event space &#8211; and now vaccination centre. The location&#8217;s size means it&#8217;s possible to create a club-like atmosphere and adhere to corona regulations.</p>



<h2 class="wp-block-heading">The Club Commission&#8217;s six-point plan:</h2>



<p>The projects described above are part of the Club Commission&#8217;s six-point plan from March 2021. The plan is intended to offer Berlin club culture perspectives and to enable low-risk events.</p>

<p><a href="https://djmag.com/news/6000-clubbers-return-dancefloor-liverpool-month-covid-secure-event-trial" target="_blank" rel="noreferrer noopener">6,000 people attended Liverpool&#8217;s&nbsp;Bramley-Moore Dock for two events taking place&nbsp;</a>across last weekend, allowing the&nbsp;government&#8217;s&nbsp;Events Research Programme (ERP) to study club environments and the spread of coronavirus.&nbsp;</p>



<blockquote class="wp-block-quote is-layout-flow wp-block-quote-is-layout-flow"><p>To get in, local clubbers had to take a lateral flow test for Covid-19 at one of four official testing centers in Liverpool, then upload the result to a website so it linked to their ticket. When they arrived at the warehouse, their results were checked, but once they passed security, the partyers were free to act as if the pandemic had never happened.</p></blockquote>

<p>Six people tested positive within 14 days of attending the gig in Barcelona, but the incidence was lower than that seen in the general population.</p>



<p>Around 5,000 music fans took part in the experiment after testing negative for Covid-19.</p>



<p>Revellers wore masks but did not have to socially distance.</p>

The VibeLab five-point-strategy provides governments and nightlife practitioners five key areas for action — a roadmap for reopening nightlife during, and post-COVID-19. <h2 class="wp-block-heading"><strong>Regulations and infection rates differ geographically, so each city should initiate an online COVID-19 Event Risk Model.</strong></h2>



<p class="has-text-align-justify">An Event Risk Model can be adapted to suit the needs of different nightlife-related events, so it can be an online resource where organizers are able to plan in alignment on current regulations and latest scientific findings.</p>



<p class="has-text-align-justify">E.g. The Government of Flanders’&nbsp;<a href="https://www.covideventriskmodel.be/" target="_blank" rel="noreferrer noopener">COVID Event Risk Model</a>&nbsp;can be adapted and used accordingly for different nighttime events/operations.&nbsp;<a href="https://www.covideventriskmodel.be/protocol" target="_blank" rel="noreferrer noopener">The model</a>&nbsp;is an easy-to-use traffic light risk assessment, and is a useful tool for local authorities and nightlife practitioners alike when planning for nightlife-related events.</p>

<p>Tracing apps, also known as&nbsp;<strong>‘health passports’</strong>,allow venues to register and track whether guests have been vaccinated or tested, and are a useful tool for live event operators.</p>



<p>YouCheck, which is being trialed in the UK, was originally designed as a ticket/ID system to combat ticket touts, as well as a means of communication between event audiences. It has since been adapted to connect with test, track and trace software.</p>

<p class="has-text-align-justify">Cities should change regulations to support later opening hours and more use of outdoor space, in an effort to respond to the short-term need for physical distancing, whilst further promoting a long-term cultural shift towards longer operating hours, and changes in citizens’ habits. There are ‘shades of night’ ━ different times and contexts ━ that can be adapted to different uses and regulations.</p>

<p>With situations and information in each city constantly evolving, pilot and trial events which combine the safety of the community, feasibility for operators and fun for attendees are an important part of the transition phase towards normal operation. Without them, creative and events industries may be left in damaging stasis.</p>



<p>Collaborations between nightlife practitioners and the scientific and medical communities are essential to this process in order to ensure that a) all event ‘experiments’ are conducted safely, utilising the latest in Covid health and hygiene information, and b) research and surveying is accurate and ongoing.</p>

<p><strong>Berlin</strong> &#8211; A Mitte club will temporarily open its doors this month as part of a broader trial that may indicate how the country’s cultural institutions can reopen in the midst of the pandemic.</p>



<p>Holzmarkt, together with the Club Commission lobbying organisation, will hold a concert 27 March in its Säälchen event space at <a href="https://www.holzmarkt.com/" target="_blank" rel="noreferrer noopener">Holzmarkt</a> where visitors can get a quick-test and ticket for €20.</p>



<p>“Of course the Säälchen isn’t really a club, it’s more a hybrid of a theatre and an event space,” Holzmarkt tweeted on Thursday. “But it is of course a step toward how events can soon also be possible inside clubs.”</p>



<p>The concert is part of a pilot program launched by Berlin’s government with the cooperation of some of Berlin’s biggest names in culture. Visitors must buy a ticket and then be tested at a local testing centre. At the door, they will then show proof of their identity and negative test.</p>



<h2 class="wp-block-heading"><strong>Concerts, operas, football too</strong></h2>



<p>Surgical or FFP2 masks must be worn during the event and the hygiene rules everyone now knows by heart still apply.</p>



<blockquote class="wp-block-quote is-style-large is-layout-flow wp-block-quote-is-layout-flow"><p>&#8220;This kind of pilot is unique in Germany – and will hopefully contribute to being able to visit cultural events without fear,&#8221; Berlin culture minister Klaus Lederer (Die Linke) said. &#8220;As soon as possible.&#8221;</p></blockquote>



<p>The results of the trial will be reviewed in April.</p>



<p>The Berliner Philharmoniker, Volksbühne theater and two operas are also participating in the program.</p>



<h2 class="wp-block-heading">How does ticket booking and testing work?</h2>

The Ticket, will then sent by email, will be issued with surname, first name and date of birth in order to enable clear identification.</li><li>Together with the personalized ticket the ticket holder receives an information about certified test centers where a free SARS-CoV-2 antigen test will be carried out. The test must be up-to-date on admission and must not be older than 12 hours. </li><li>After the smear test (SARS-CoV-2 antigen rapid test) by medically trained staff in the test centre, participants will receive an email with a link to your test result after approx. 30 minutes.</li><li>If the test is positive, participants are advised to go directly into isolation and to inform the responsible health department and the organizer. The ticket price will be reimbursed by the respective institution upon presentation of the test result.</li><li>The SARS-CoV-2 antigen rapid tests are free of charge for visitors as part of the pilot project.</li></ol>
