<p>Following the research focus group containing local promoters, artists and stakeholders sharing their feelings about the city&#8217;s culture as a part of a new report commissioned by Malmö City, we wanted to keep the vibe going and follow up with an open panel discussion for everyone interested about nocturnal visions of the local scene. Since we collaborated with the Transversal Project last year, we&#8217;re excited to offer you a sneak peek at our new joint project, NIGHT SCHOOL.</p>



<p>NIGHTSCHOOL is a transnational training programme for night culture producers about environmental, social and economic sustainability. Night culture is a hotbed for the many sections of the creative and cultural industry.</p>

<p>In an unfortunate announcement, <a href="https://www.sveta.ee/" class="ek-link">Sveta Baar,</a> a beloved nightclub and cultural hub in Tallinn, Estonia, will shut down its operations starting January 1st, 2024. The closure, attributed to many challenges the entertainment industry faces, is a stark reminder of the precarious state of nightlife establishments in the region.</p>



<p>Sveta Baar&#8217;s journey began in 2017 as a vintage shop and bar in the Telliskivi district, evolving over the years into one of Tallinn&#8217;s premier clubs and concert venues. The venue garnered accolades such as the &#8220;Venue of the Year&#8221; award at the Estonian Music Industry Awards and inclusion in the prestigious Liveurope venue network. It has been an integral part of the Tallinn Music Week programme since its inception.</p>



<p>Luke Teetsov-Faulkner, one of Sveta Baar&#8217;s founders, expressed gratitude to patrons, staff, and the community. &#8220;We have always been mission-driven and tried to do a good thing—supporting local people and the community, being principled, inclusive, and honest,&#8221; he stated. Teetsov-Faulkner emphasised that the closure is primarily due to economic factors exacerbated by COVID-19, energy and financial crises, restrictive laws, and gentrification.</p>



<p>The closure of Sveta Baar, while partly unique to its circumstances, reflects broader challenges faced by entertainment organisers and nightlife establishments across Estonia. According to bar managers, there needs to be more alignment between the rhetoric surrounding the importance of culture as an economic engine and the legislative and tax policies in place.</p>



<p>Roman Demtšenko, a partner in Sveta Baar, highlighted the widespread nature of the issue on Estonian National Television, stating, &#8220;Sveta is not the only one in this situation. Maybe there will be more news of other clubs closing their doors.&#8221;</p>



<p>In response to the growing crisis, local nightclubs and concert venues have joined forces to establish the <a href="https://chaoszine.net/key-tallinn-live-music-venue-nightclub-sveta-baar-to-shut-down-other-venues-to-form-the-estonian-nightlife-association/" class="ek-link">Estonian Nightlife Association (Eesti Ööelu Liit). </a></p>



<p>Elena Natale, founder of Tallinn&#8217;s renowned club <a href="https://hall.vision/" class="ek-link">HALL</a>, emphasised the need for unity: </p>

<p>Helen Sildna, founder of Shiftworks and organiser of <a href="https://tmw.ee/" class="ek-link">Tallinn Music Week,</a> acknowledged the pivotal role played by venues like Sveta in nurturing music careers. She welcomed the initiative of the Estonian Nightlife Association, emphasising the importance of collective efforts to safeguard these cultural beacons.</p>

<p>Over its six-year existence, Sveta Baar hosted various club and live acts, contributing significantly to Tallinn&#8217;s music and cultural landscape. The venue also played a crucial role in fostering connections within the Estonian LGBTQ+ communities.</p>



<p>As Estonia faces the potential loss of more iconic venues, the formation of the Estonian Nightlife Association represents a united front in the fight to preserve the vibrancy and diversity of the country&#8217;s music and cultural scene. <br><br>The association&#8217;s immediate priorities include raising awareness and advocating for policy changes, explicitly seeking tax differentiation for live music venues and nightclubs. Natale highlighted the upcoming VAT tax hike, which raises concerns about the financial burden on cultural endeavours in Estonia.</p>

<p><strong>Club culture gathering at SEXYLAND Amsterdam</strong></p>



<p>As Amsterdam was once again filled with celebrations of dance music, artists, and educational perspectives on the industry&#8217;s visions, VibeLab teamed up with Clubcommission Berlin to gather activism-focused community organizers, club owners, and collectives to exchange ideas and experiences. The program of talks was centered on: <strong>Connecting Club Communities through Global Collaborations.</strong></p>



<p><strong>The Night: Where Awareness Reigns Supreme!</strong></p>



<p>Awareness is crucial in clubs and other venues dedicated to experimenting with our identities, boundaries, and imagination. In a panel on Creating Inclusive Spaces in Club Culture, Katharin Ahrend, Cultural Manager &amp; Consultant at ClubCommission Berlin, reflected on her work in Awareness Academy.&nbsp;</p>



<p>Making people aware of structures and reflecting on them is an excellent way to start when creating a safer space where all people can feel as comfortable, accessible, and secure as possible. However, it is essential to be aware that feelings of safety can never be absolute. Vulnerability will be continually endangered by those who want to abuse it, so trained and well-educated staff to whom affected persons can turn for advice, support, and help will always be necessary. That&#8217;s where the Berlin Club Commission Awareness Academy stands.</p>

It is the hands-on experiences of communities that the industry needs to learn from.</p>

<p><strong>Climate Action Is a Shared Responsibility, Even In The Music Industry</strong></p>



<p>DJs for Climate Action and folks from the planned Fluctuations Festival presented about the intersection of the nighttime and music industry with environmental sustainability. The&nbsp;</p>



<p>Fluctuations Festival has been designed as an environmentally conscious haven for music and education and a powerful platform for young Europeans to express their views and concerns. This innovative festival is set to take place at locations around European rivers, promoting a sustainable approach to transportation, predominantly utilizing water-based transport.</p>



<p>Transportation was also passionately addressed by Eli Goldstein, a representative from DJs for Climate Action. The contemporary demands on artists often necessitate extensive travel, resulting in a significant ecological footprint. Eli emphasized the urgency of rethinking the music industry to create opportunities for artists to sustain themselves without constantly having to air travel.</p>

<p><strong>The Night Needs Activism</strong></p>



<p>Speakers from various activism-focused organizations discussed broad topics that are tied to the night and activism. We learned about the activities of unda Festival, which explores the connections between club culture, art, activism, and anthropology.</p>



<p>Robbe Van Bogaert from the Human Power Project spoke about the importance of accessibility and their work in ensuring new accessible venues. Additionally, folks from the Africa Raising Music Conference and Love Foundation introduced us to their ways of helping communities.</p>

<p><strong>The Job is Not Done Here: Caring for the Night is an Ongoing Process</strong></p>



<p>Reflecting on this year&#8217;s ADE and engaging talks, we&#8217;re thrilled to see discussions about accessibility, safety, climate, and overall well-being progressing positively.</p>



<p>However, all participants&#8217; stories also remind us that the work is never truly finished; it&#8217;s an ongoing process rather than a one-time task. If we want to preserve everything that the nighttime culture embodies, we must continue to care for it collectively.&nbsp; After all, dance floors aren&#8217;t just leisure places; as we have seen, they also provide life to social justice movements and various activist communities, catalysing positive transformation.</p>

The Montreal Night Summit taking place from May 17 to 21, 2023, is an annual event that brings together professionals, policymakers, and nightlife enthusiasts to discuss the challenges and opportunities facing the city&#8217;s nightlife scene. This year&#8217;s summit theme is NOX ✦ SPATIUM, which explores the possibilities of nightlife beyond just time but also space.</p>



<p> The summit will kick off with a keynote discussion on the <a aria-label="Creative Footprint Montreal report,  (opens in a new tab)" href="https://www.creative-footprint.org/" target="_blank" rel="noreferrer noopener" class="ek-link">Creative Footprint Montreal report from us at VibeLab</a>. <p><br>We at VibeLab, will present key research findings and urban policy recommendations from Creative Footprint Montréal — the first comprehensive study of Montréal’s music and nightlife spaces and communities since COVID-19. Conducted in collaboration with PennPraxis, Montréal is the fifth city in the Creative Footprint research project — joining Berlin, New York, Tokyo and Stockholm.</p>



<p>The summit is an opportunity for Montreal to showcase its vibrant and diverse nightlife and its potential to drive economic growth. It is also a chance for policymakers and industry leaders to come together to discuss ways to support the nightlife scene while ensuring public safety and promoting a more harmonious way of living together as citizens.</p>



<p>The Montreal Night Summit is a forum of ideas for nightlife users and professionals as well as for public decision-makers. The event features roundtable discussions with international guests, who share best practices from around the world. These discussions are followed by local perspectives on the challenges and opportunities facing Montreal&#8217;s nightlife scene.</p>

<p>The City of Toronto has announced its intention to explore new strategies for supporting Toronto&#8217;s night economy. This economy, which encompasses social, cultural, and business activities at night, is vital to the city&#8217;s vibrancy and diversity. This initiative aims to create a safer, more inclusive, and more vibrant nightlife in Toronto.</p>



<p>The city seeks input from its residents through public consultation sessions to achieve this goal. VibeLab, an independent consulting company specialising in the night economy, will conduct these sessions. They will help inform the city staff&#8217;s recommendations on the night economy, which are expected to be discussed at City committee meetings in the fall of 2023.</p>



<p>The public consultation sessions are scheduled for <a href="https://www.eventbrite.com/e/600736969447">April 13th</a> and<a href="https://www.eventbrite.com/e/600748223107"> April 17th.</a> The first session will be conducted virtually, while the latter will be held in person at City Hall. The event showcased the groundbreaking interdisciplinary talent and local gems across one main floor and an ambient floor, celebrating the multi-dimensional facets of club culture. Guests were not only entertained by music but had the opportunity to experience various art forms, including visual arts, installations, and performances.</p>



<p>Born To Mix, is not just about entertainment. It also aims to encourage co-creation and raw creativity. The event provided a platform for artists and creatives to come together and exchange ideas, fostering an environment that promotes collaboration and experimentation.</p>



<p>Furthermore, Born To Mix, offered free entry for those who arrive early to meet others from the nighttime industries. This provided an excellent opportunity for networking and learning from fellow professionals and enthusiasts.</p>

<p>Last autumn, the Berlin Senate awarded multinational media news brands Axel Springer and Penske Media millions in funding for planning and implementing a multi-day culture &amp; technology festival modelled on SXSW to take place in Berlin.&nbsp;</p>



<p>After heavy public criticism, the Berlin senate withdrew the funding, and plans for the festival have been postponed until 2024.&nbsp;</p>



<p>Berlin&#8217;s local creative scene is the heart and soul of the city&#8217;s artistic expression. The talent, passion, and unique perspective of the people that live and work there make Berlin a vibrant hub of creativity that captivates the world. Therefore, it is only fitting that they should be entrusted with designing a festival that celebrates the city&#8217;s creative spirit.</p>



<p>Transnational media companies may have the resources to organise events on a large scale. Still, they cannot capture the essence of Berlin&#8217;s local culture like the artists, designers, musicians, and creators who live and breathe it daily.&nbsp;</p>



<p>&nbsp;As an association of different actors in the cultural and technology scene, the Berlin Club commission has gathered all interested people and organisations to discuss the necessity of such a festival and develop frameworks for festival planning.&nbsp;</p>



<p>The Berlin Club commission invites Berliners to share and discuss their ideas with the other participants at two town hall meetings and attend keynote speeches by experts and thematic inputs on the current planning state. The findings will be documented and made publicly available afterwards:</p>

<p>In addition, ClubComission has written an open letter. They will send this &#8220;letter of interest for a planned creative festival&#8221; to the Berlin Senate Department for Economy, Energy and Enterprises. </p>



<p>Empowering the local creative scene to lead the festival&#8217;s design ensures that it reflects the city&#8217;s authentic voice and showcases the diversity of talent that makes Berlin&#8217;s creative scene unique. Furthermore, entrusting the festival&#8217;s design to the local creative scene has a positive impact beyond the event itself. It strengthens the community&#8217;s sense of ownership and pride in their city&#8217;s cultural heritage, fosters collaboration among different artistic disciplines, and provides opportunities for emerging talent to showcase their work on a larger stage.</p>



<p>For a festival that genuinely celebrates Berlin&#8217;s creativity, we must look to those who embody it daily: the local creative scene. Their vision, passion, and artistic excellence make Berlin a global cultural capital, and they should lead the way in designing a festival that reflects the city&#8217;s true spirit.</p>

<p><strong>Last week, we had the opportunity to partner with the<a href="https://www.ntia.co.uk/" target="_blank" rel="noreferrer noopener"> NTIA </a>to organise the <a href="https://nighttimeeconomysummit.com/" target="_blank" rel="noreferrer noopener">Night Time Economy Summit</a> in London. The event was sold out, with 120 speakers and 1150 delegates. It&#8217;s always inspiring to connect with like-minded individuals and industry professionals IRL, and we couldn&#8217;t have been more thrilled to bring our global network to the table in London. We extend our gratitude to the Night Time Industries Association and the outstanding speakers who joined us.</strong></p>

<p>Our Creative Data panel highlighted the importance of collecting data on creative nighttime communities to build a resilient industry. Combining numerical and anthropological data can create a more comprehensive picture that includes facts and stories. This can lead to a more engaged response from policymakers, media, and stakeholders.</p>

<p class="has-text-align-left">Next, our Safer Working Environments panel addressed how the idea of a safer space can be paradoxical. Still, the speakers at the Safer Working Environments Panel all agreed that safety in a community is not achieved through top-down rules but rather through a collective sense of security created by the community itself. Over-policing doesn&#8217;t work; collective action and education do.<br></p>

<p>Lastly, our Nighttime Resilience panel examined how the night-time economy adapted and evolved during the pandemic. Building a strong and sustainable partnership within the nighttime community requires active listening, constant communication, and creating opportunities for growth and idea-sharing. Hospitality operators can play a crucial role in unifying the nightlife scene under one umbrella, and being a stable partner is vital as political parties change often. By supporting local scenes and taking risks with weekend programming, venues like Music Box Lisbon can prevent tourist gentrification while still attracting mainstream audiences during the week.<br><strong></strong></p>

Sign the manifesto now.<br><br><a href="https://www.clubcommission.de/call-for-submissions-berlin-club-survey/"><strong>Club Commission Club Survey:</strong></a> The Berlin Club Survey, developed with the University of Bielefeld, Institute for Interdisciplinary Research on Conflict and Violence, yielded more than 4,370 valuable interviews. The publication on berlin Club Culture&#8217;s social significance will include a scientific evaluation of these results and scholarly papers. <em><br></em></p>



<p><a href="https://www.change.org/p/sign-the-petition-to-support-fuse-club-in-brussels-belgium"><strong>Petition to save FUSE nightclub</strong></a><strong>:</strong> So far, there have been 66,000 signatures after a noise complaint led to the closure of the 30-year-running institution. Brussels by Night Federation aims to utilise the agent of change model and to get clubs recognised as cultural institutions to prevent this from happening to other clubs,<br></p>



<p><a href="https://truemusic.boilerroom.tv/"><strong>True Music</strong></a><strong> </strong>is a new Boiler Room global project to support pioneering artists &amp; realise their creative visions through a series of original music collaborations.<em><br></em></p>



<p><a href="https://fourthree.boilerroom.tv/city/pakistan"><strong>British Council partnered with Boiler Room</strong></a> to organise the first Boiler Room in Pakistan, highlighting the local scene.&nbsp;</p>
