<p>What remains of a night that was never meant to be documented? The new report, Archiving Dutch Night and Club Culture, explores how nightlife communities, artists, and institutions across the Netherlands are documenting and safeguarding the past and present of club culture.</p>



<p>Commissioned by <a href="http://podiumkunst.net/">Podiumkunst.net</a> and led by <a href="https://vibe-lab.org/">VibeLab</a>, the study features 900 minutes of interviews, four case studies, six key recommendations, and a practical checklist to help grassroots communities start their own archival processes.</p>



<p>From illegal raves to iconic flyers, from queer house parties to regional scenes in Groningen, Eindhoven, Rotterdam, and Deventer, Dutch nightlife is rich, diverse, and deeply rooted in local communities across the country. The cultural DNA of the night is written not only in Amsterdam but in cities and regions nationwide, and these stories deserve a place in our collective memory.</p>



<p>Crucial part of the report is also to emphasize the importance of archiving marginalized voices that are often overlooked in mainstream narratives.</p>

<p>As nightlife culture gains recognition within the broader cultural heritage conversation, this report aims to ensure that preservation efforts centre the voices, contexts, and creative energy that define nightlife &#8211; safeguarding these stories for future generations.</p>

<p>Montreal is gearing up to introduce a 24-hour nightlife district, as revealed by Luc Rabouin, chair of the city’s Executive Committee, earlier this year. The district, planned to be located near downtown, will be governed by new bylaws, including changes to music and noise regulations, which are expected to be released in early 2024. Currently, venues in Toronto must close by 2 AM, while in Vancouver and Montreal, they can stay open until 3 AM.</p>



<p>The new regulations will extend operating hours for bars in certain areas of the city, and a specially designated 24-hour nightlife district will be created. These changes are reportedly expected to be rolled out later this year.</p>



<p>It is expected to improve safety and alleviate some of the pressure on the police. Closing all venues at the same time often leads to chaos, as large crowds spill into the streets simultaneously. Additionally, 3 AM is often a time when people are not yet ready to stop drinking but are already tipsy enough to cause problems. &#8220;But if you expand the hours, there are fewer problems and less demand for security,&#8221; said Michel Lavallée, owner of L’ile Noire, in an interview with the <a href="https://nypost.com/2024/08/10/lifestyle/montreal-bars-to-remain-open-24-hours-a-day-starting-in-2024/">NY Post.</a></p>



<p>Beyond safety concerns, there are other benefits to extended nightlife. As Lutz Leichsenring, co-founder of VibeLab told the <a href="https://www.bbc.com/news/articles/ckdgqpy0lyeo">BBC</a>, “One of the strongest arguments for nightlife is that it attracts talented and skilled workers. It&#8217;s a very important factor why people would relocate to a city or would like to stay in a city and not move away.&#8221;</p>

<p>Nashville is a city known for country music, but it has a rich musical heritage across many genres. It&#8217;s the city where Jimi Hendrix, Taylor Swift, and Dolly Parton learned to play, and it&#8217;s called Music City for a reason. Right now, it is at a crossroads and faces the weight of its own success. Critical challenges threaten its independent music venues, including issues with real estate, rising costs, and the pressure to commercialize through large partners just to stay afloat.</p>

<p>In response to these issues, the <a href="https://www.nashville.gov/departments/council">Nashville Metro Council</a> initiated a study aimed at assessing the state of these vital cultural hubs and formulating strategies for their preservation and growth. Nashville Independent Venue Study was spearheaded by a project team from <a href="https://www.design.upenn.edu/pennpraxis">PennPraxis</a> and VibeLab, <a href="https://www.cultureshiftteam.com/">Culture Shift Team</a> with support from Nashville Metro Planning.</p>



<p><a href="https://vibe-lab.org/nashvilleindependentmusicvenues">This extensive research</a> has been released, offering profound insights into the economic, social, and cultural significance of Nashville&#8217;s independent music venues. Conducted throughout 2023, the study utilized a blend of quantitative analysis, qualitative research methods, and extensive community engagement to inventory and classify these venues. </p>



<h2 class="wp-block-heading">What we found out</h2>



<p>Some of the key findings include, for example, Nashville’s venue inventory: Nashville has at least 252 music spaces. At least 112 regularly present music as their primary offering. Of these, 24 are independent music venues; 48 have some degree of independent ownership; 40 are not independently owned and/or operated.</p>



<p>We also found that Nashville is venue-dense, meaning it boasts more venues per person than many other global music cities. The report also found that independent venues are under pressure as they are located on land with lower average assessed values compared to quasi-IMVs and non-IMVs. This suggests that IMVs are far less able to keep up with the region&#8217;s rising rents and property taxes than their non-independent peers.</p>



<h2 class="wp-block-heading">Recommendations</h2>



<p>Besides that five central themes emerged during the research, and the new NIVS study outlines a wide range of potential actions, from short-term to long-term, that the city can adopt to better support IMVs and live music:</p>



<ul class="wp-block-list">
<li>Support live music through civic leadership and a “whole of government” approach.</li>



<li>Use policy, regulatory, and development tools to support venues.</li>



<li>Reduce challenges and costs of starting and operating new venues.</li>



<li>Make urban mobility work for live music venues, workers, and patrons.</li>



<li>Extend music-related investments to more genres and more neighborhoods.</li>
</ul>



<p>The findings of the Nashville Independent Venue Study highlight the urgent need for coordinated efforts to protect independent music venues from urban pressures and economic uncertainties. By uniting stakeholders and policymakers around shared goals, the study aims to spark meaningful actions that will sustain Nashville&#8217;s cultural vibrancy for future generations.</p>



<p>As Nashville continues to evolve, this study serves as a crucial roadmap for ensuring that its independent music venues not only survive but thrive, maintaining the city’s status as a beacon of musical innovation and community spirit.</p>

<p><strong>Five of Europe’s leading nightlife specialists team up to present <a href="https://night-school.org/" class="ek-link">NightSchool</a>: An EU wide training programme designed to support night culture producers early in their career. This transnational education programme will focus on environmental, social, and economic sustainability.</strong></p>

<p>The project sets to pair nightlife visionaries spanning promoters, bookers, venue owners, to hands-on creatives with industry veterans and experts from the European culture circuit. <strong>Funded by the European Union’s Creative Europe, NightSchool will select 15 participants, providing a grant of €5,000 each.</strong> This will go towards facilitating a week of peer-learning sessions in multiple cities as well as to launching their own sustainable event ideas. Empowering individuals to turn their visions into reality is at the core of the programme.</p>



<p><a href="https://night-school.org/" class="ek-link">NightSchool</a> will offer recipients the chance to travel and engage in a sequence of face-to-face peer-learning sessions facilitated by respected experts and three distinguished European night culture venues. The programme launches with an open call to select young culture producers from across Europe. Together they will visit some of Europe’s most respected venues and learn from the best in their field.&nbsp;</p>

<p>Co-founder Mirik Milan emphasises, <strong><em>“Nightlife creatives and culture producers are first and foremost problem solvers. They are needed right now, more than ever to take on the unique challenges and opportunities of our rapidly evolving cultural sector.”</em></strong></p>



<p>The micro-funding scheme (€75,000) will support the selectees in pioneering and implementing sustainability-focused night culture events across all of Europe. To complement the training and mentorship programme, NightSchool is building an online resource and hybrid platform that offers educational content to a global audience, hosted and curated by a vast network of key experts within night culture and sustainability.</p>



<p>A joint effort by five partnering organisations<strong>, NightSchool </strong>is a collaboration between <strong>Vibelab, </strong>Belgian club institution <strong><a href="https://www.fuse.be/" class="ek-link">FUSE</a></strong>, Latvian culture centre <strong><a href="https://kanepes.lv/lv/" class="ek-link">Kaņepes Kultūras Centrs</a></strong>, Italian based creative hub <strong><a href="https://basis.space/en/" class="ek-link">BASIS Vinschgau Venost</a> </strong>alongside their in-house event <strong><a href="https://basis.space/en/event-venue-kasino/" class="ek-link">KASINO Club</a>,</strong> and Sweden-based cultural strategy and production agency <strong><a href="https://www.transvalproject.eu/" class="ek-link">Transversal Project</a>.&nbsp;</strong></p>



<p>This notion of collaboration is key to the programme&#8217;s mission, as Milan further highlights: <strong><em>“</em></strong><strong><em>While the term &#8216;community&#8217; is frequently overused in the commercial world, its essence lies in uniting a collective of like-minded souls together. At NightSchool, we join forces to address issues of diversity, inclusivity and solidarity. As well as climate action and the ecological dimension of night culture, we provide first-hand insights on maintaining a financially sound enterprise.”</em></strong></p>



<p>Based on three core pillars of <strong>Social Awareness, Sustainability and Entrepreneurship, NightSchool </strong>creates inclusive, safe(r) and vibrant environments that actively promote diversity, wellbeing and positive community interactions. Proudly promoting environmental sustainability whilst minimising the environmental impact of nighttime cultural activities.&nbsp;</p>



<p>Through applied practices incorporating energy efficiency, waste reduction, sustainable sourcing and reduced air travel, NightSchool explores business activities within the nighttime cultural sector covering venue management, events organisation, and curating experiences aiming to enrich their respective city&#8217;s local scene.</p>

<p>We&#8217;re happy to share that in 2024 we will be conducting a <a href="https://www.creative-footprint.org/" class="ek-link">Creative Footprint</a> study in Rotterdam. This initiative sets the stage for an invigorated, sustainable nightlife and cultural scene that the <a href="https://www.rotterdam.nl/en" class="ek-link">Municipality of Rotterdam</a>, <a href="https://www.n8w8rdam.nl/home/" class="ek-link">N8W8 R’dam</a> has envisioned when commissioned VibeLab, in collaboration with the University of Pennsylvania&#8217;s <a href="https://www.design.upenn.edu/pennpraxis" class="ek-link">PennPraxis</a>, to conduct an in-depth study into the city&#8217;s vibrant music and nightlife spaces and communities throughout 2024.</p>

<p>As Rotterdam stands on the cusp of integrating nightlife into its urban policy, this research aims to provide a comprehensive overview and actionable insights into the ecosystem of the city&#8217;s after-dark culture. N8W8 R’dam, a leading local nightlife advocacy and advisory organization, will play a crucial role in steering this project, ensuring a deep and authentic engagement with the city&#8217;s unique nightlife landscape.</p>



<p>Rotterdam is the seventh city that Creative Footprint study researched, joining the ranks of global cities like Berlin, Stockholm, and Montrál, where CFP sparked positive change and growth in the nightlife sectors.</p>

<p>The journey begins in mid-March 2024, with a series of engagements with Rotterdam&#8217;s most influential nightlife changemakers, setting the stage for a wider dialogue and data collection effort. <p>Following the research focus group containing local promoters, artists and stakeholders sharing their feelings about the city&#8217;s culture as a part of a new report commissioned by Malmö City, we wanted to keep the vibe going and follow up with an open panel discussion for everyone interested about nocturnal visions of the local scene. Since we collaborated with the Transversal Project last year, we&#8217;re excited to offer you a sneak peek at our new joint project, NIGHT SCHOOL.</p>



<p>NIGHTSCHOOL is a transnational training programme for night culture producers about environmental, social and economic sustainability. Night culture is a hotbed for the many sections of the creative and cultural industry.</p>

<p>As for panellists, we were joined by <a href="https://vibe-lab.org/">VibeLab</a>&#8216;s lead researcher, <a href="https://www.linkedin.com/in/dianarai/?originalSubdomain=de">Diana Raiselis,</a> <a href="http://to.pbs.org/229btvV">Amsterdam&#8217;s Hosts </a>Coordinator, Nourdin Zobair, and Bristol&#8217;s Night Time Economy Advisor, <a href="https://twitter.com/Carlybag?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor">Carly Heath.&nbsp;</a></p>



<p>The main aim of the debate was to think of ways to ensure better safety for our cities at night outside of the clubs and venues. What lessons can we learn from club cultures operating at night and being deeply involved in community well-being, and how can city councils and officials integrate their methods and enthusiasm?</p>



<h2 class="wp-block-heading"><strong>Buddies that are ready to help you</strong></h2>



<p>Nourdin Zobair, the coordinator of Hosts from Amsterdam, introduced their project, where young people cruise the city and use a friendly approach to handle minor issues and disturbances on the streets, similar to the awareness teams or night managers in clubs.</p>

<p>&#8220;Hosts act as a link between the police, the city, and law enforcement. They are individuals like you, without uniforms and with a smile on their faces. They roam the streets at night, observing anything that might raise concern. When they notice something, they kindly approach you, ask you about your night, and then advise you on what to do or not. People respond positively to them because they see them not as troublemakers but as buddies trying to prevent potential trouble with the police.&#8221;</p>

<p>Since the Hosts project was first introduced in Amsterdam, criminality has significantly decreased, resulting in fewer police interventions and overall happier cities. Hosts guide you through the night, intervening when necessary but offering help or support when needed. Hosts project is a great demonstration that is adopting the night management and awareness approaches from clubs can bring your city a positive change.</p>



<h2 class="wp-block-heading"><strong>Pamphlet dance culture lives on in Bristol.&nbsp;</strong></h2>



<p>Carly Heath from Bristol shared another interesting approach her city adopted from the dance subculture. Pamphlets, posters, and flyers used to be the primary communication channels within the club cultures worldwide, and they worked well. Similarly, with the same efficiency, House rules written on the wall proved to be an effective way to protect our communities from outside and within.&nbsp;</p>



<p>Bristol took inspiration from these cultural artefacts to make the whole city feel safer and not just independent venues.</p>

<p>&nbsp;“We were concerned about opening nightlife again after 18 months of Covid and wanted to do it safely. So we created this poster campaign called “Bristol rules”, which is simple. It worked amazingly, and it was well-adapted. University parties, for example, used the agreement to the rules as a condition on buying tickets,” </p>

<p>People liked what Bristol did, only briefly after other campaigns inspired by club culture raised in the city. Glowing murals on the wall informing you that what is unwanted is wrong or posters reminding you just to look out for your buddy became part of the Bristol urban space.&nbsp;</p>

<h2 class="wp-block-heading">We identified what problems researchers face today and what can be done to solve them. </h2>



<p>This year&#8217;s conference, Stadt nacht Acht, brought up new challenges and topics that club culture deals with today. We, <a href="https://vibe-lab.org/" class="ek-link">VibeLab, </a>hosted a panel that uncovered what barriers researchers have when it comes to data collection in nighttime research and what can be collectively done to pave the path for future generations.</p>

<p><strong>Pioneering EU standard for nighttime research</strong></p>



<p>To discuss the research challenges we face today, we invited Audrey Guerre, the coordinator of Live DMA; UCL academic Alessio Koliulis; Klaus Goldhammer, Managing Director at Goldmedia GmbH; and Marion Roberts, an academic from the University of Westminster.&nbsp;</p>



<p>During a session moderated by Lutz Leichsenring, we delved into the struggles inherent in quantitative research, often characterized by its high expense and time-consuming nature. We also discussed what could be done on a European level to make this exploration more accessible. </p>



<p>Speakers highlighted the need for more crucial public data on cultural segments and the prevailing biases within the available data. This often leads researchers to seek out this information or create new categories to complete their original research. But this pressure on researchers can go both ways and bring unique possibilities or chaos. </p>



<p><strong>Seeking for nonexisting data can go both ways.</strong></p>



<p>“<em>We did something that has not been done before, and in the Creative Footprint study, we were not just looking into nighttime venues with the available data. We went into the neighbourhoods and spaces, mapped them, and looked into what was happening inside. Looking into these data now, we see fascinating phenomena. There is a correlation between well-educated young people, public transportation, and music venues. If you want to be a city of the future and well-educated people, you must have good public transportation and nighttime venues</em>,” said Leichesenring.</p>



<p>Guerre, on the other hand, contributed to the discussion with another point of view.&nbsp;</p>



<p>“<em>The problem, for example, is that the venues are not necessarily listed in the same categories from one country to another at the national level. So, when conducting research, you don&#8217;t know that this data category includes everyone you need to include. For instance, we don&#8217;t even have a definition of a live venue</em>,” said Audrey Guerre.&nbsp;</p>



<p><em>“It&#8217;s a game of influence. Sometimes, you find out that the indicators you initially created in your report are used by someone else but not necessarily correctly. For example, in one of our studies, we classified what a small, medium, and large venue is.</em></p>



<p><em>What we also do, is that we often advocate on the EU level for supporting tiny music venues. They once issued a funding call for small venues, and the criteria for what a small venue is were taken from our report. But the indicator was making sense only in our report, not for the funding call</em>,” continues Guerre in another take on what collecting data that were never collected can cause.&nbsp;</p>



<p>Speakers agreed that standardisation of data, criteria, and categories at the European level could significantly benefit researchers and cultural institutions because this standardisation would offer a more cohesive and reliable framework for analysis and possible decision-making.</p>
